MediaWiki doesn't have a default favicon.ico currently, something with the MediaWiki flower should probably be made, I tried but that image doesn't scale very well down to 16x16 px.
There is a favicon with the MediaWiki flower available on the MediaWiki sourceforge site, but I don't know anything about the copyright of it: http://wikipedia.sourceforge.net/favicon.ico

People should always provide their own logos and icons, unless they're running MediaWiki's own web site.
I disagree, we already provide a the MonoBook logo as the default wiki.png, unless you're proposing that we replace that with a transparent PNG of the same size this would only be an extension of the current interface which provides some sane defaults which can be replaced later.
