Per linked conversation, the enwiki crats would like a mailing list set up in the same form as oversight-l. An ideal name would be bureaucrats-en-l. List owner's email I can provide via email to the dev who takes this bug.

My logic was that if the person ever resigns from list ownership, his email will disappear from there, but would still be stuck here.
