Might be nice to have a way to let people do their own offline testing of filters against a few hundred edits or so.

Ideas:
* Local tool (could be run on toolserver) for testing against var dumps, divorced from MediaWiki.
* Download interface for downloading partial var dumps of filters (still defer parse operations and stuff, but don't defer DB fetches).

Putting it here so I don't forget it :)

These are low-priority miniprojects that I can mop up at some point when I'm doing general code work as opposed to working on a specific projects.

Isn't that what Vagrant in combination with dumps is about nowadays?
