Currently when you download MediaWiki, you get (extracted) 93.8 kB. Today some users still have a narrowband connection and many webhosters have a 100 MB storage limit, so 93.8 kB take long to down/upload and may take 93.8% of the user's webstorage. You could help some users by proving a "plain" package, only containing English messages, and make other languages separately downloadable. With 62.2 kB the languages directory is 66% of the whole MediaWiki installation.
We kind of make a point of MediaWiki having very excellent i18n and L10n. Distributing MediaWiki without the localisations does defy that point. Closing this as WONTFIX. MediaWiki can be installed, and you can remove whatever language support you do not want by removing MessagesXx.php files in /languages/messages/, where Xx stands for language codes, to reduce your footprint.
