Current version of SMW and MediaWiki.
I have tried to create an account to the URL above, but the "create account" part is not there, only the "log in" part. 

I have tried the same thing in MediaWiki and in SMW-Sandbox (http://sandbox.semantic-mediawiki.org/wiki/Main_Page) and I have no problems there, i e I was allowed to create accounts and after that I can log in.

Sorry for the confusion. This is not a bug in the SMW software, but a configuration setting of the SMW homepage.

We have maintained a world-editable handbook/homepage for some time, but it went more and more out of synch with the actual software. This was because contributors would add/modify information somewhere but nobody would update or check it. Since we do not currently have enough resources (i.e. people) to check the validity of contributions, to fight spam, and to update/delete them when no longer valid, the site is now restricted to a smaller group of people. Maybe we will find a mode for opening editing again in the future, but currently I just give out logins manually upon request to people who wish to contribute to the SMW handbook. After all, s-mw.o is really just a tool's homepage, so changes are mainly needed when the software is updated and when typos are discovered.
