mainpage of wikipedia is protected, but changeable through templates. these template are often misused by vandals (with dynamic ips) for some weird message. so blocking of IP doesnt work, protection of template doesnt work, because users should update mainpage. So I'd appraciate a protection against IP-user!
Maybe it could be part of a rewrite of the user rights management. Having a table of users : anonymous, users, sysop, bureaucrat, siteadmin Then a table of rights : special pages, templates edition, deletion, site configuration, sysoping
How long would it take until the vandal understands what the message "You have to be logged in to edit this page" means? More than a minute? Recommendation: Close/WONTFIX.
Set to "enhancement", it's not a bug.
