The prev / next navigation pops up in file history also if there are less than 50 versions.
Example: http://www.mediawiki.org/wiki/File:Bulbgraph.svg#filehistory

They are blacked-out (unclickable). This is how all the Pagers are. I'm not sure what the problem is here.

The nav shouldn't pop up until it are more than the standard limit (50). Just like on Category pages for example...

Besides the fact that it might be useless at all. How many files have more than 50 file versions?
