The SOAP interface in CVS doesn't allow for the generation of a WSDL (Web
Service Descriptor).

The patch I included isn't complete.  After doing some testing I realized that
the methods aren't being registered properly.  I'll have an updated patch shortly

Old SOAP extension was incomplete, has been removed for now.
