In a german installation of MediaWiki there is the page "Über Wiki" also known as MediaWiki:Aboutpage. Setting this page into $wgArticleRobotPolicies has no effect. I guess, it has to do with the umlaut "Ü" in the page name. Escaping the page name did not work either. Other pages worked.

Is your LocalSettings.php encoded in UTF-8?

On my PC it is PC/ANSI as it was when I unpacked the mediawiki installation. I upload it via FileZilla. So I *guess* it is still encoded in ANSI.

Make sure the file's encoding is UTF-8.
