Hi,
As per community consensus in he.wiki page

Please:
1) Create a "monitor" user group with the following mandates:
   autopatrol
   patorl
   unwatchedpages
   This group is called in Hebrew "מנטר".
2) Create a "fisherman" user group with the following mandates:
   autopatrol
   This group is called in Hebrew "דייג".
3) Allow all sysops to add and remove above user groups to any user.
