To prevent possible misuse or abuse, RevisionDelete should have a variable that sets the maximum age a revision can be before it's no longer hide-able.

There needs to be an expectation that oversight is performed within a given period.

That the data is available through other means after X time doesn't mean that it mustn't be hidden after X time if there's such need.

I agree this is a bad idea. But I'm not sure what a good way to address the issue might be, if any. Nevertheless, I'd suggest marking this WONTFIX.
