This virtually undocumented colon function is, I believe, intended to include the content of a message whether it has been customised or not; to allow {{MediaWiki:message}} to retain the customary behavior of outputting a link when the target page does not exist (although, ironically, such a link is actually blue).  However, many defined messages do not register with the function; I *think* that messages added by extensions are affected:

{{int:edit}} --> "Edit" on mediawiki.org and "Edit this page" on en.wiki, as expected
{{int:foo}} --> "<foo>" on mediawiki.org and "<foo>" on en.wiki, as expected
{{int:categorytree-expand}} --> "<categorytree-expand>" (expected "Expand")

Should be fixed with the new localisation cache.
