Steps to reproduce (similar steps work on Wikipedia):

1. Go to 
http://meta.wikimedia.org/wiki/MediaWiki:Monobook.css.
2. Click "View source".
3. Right click in the box.
4. Click "Select All".
5. Right click in the box.
6. Click "Copy".
7. Go to http://meta.wikimedia.org/w/index.php?
title=User:<username>/myskin.css&action=edit
8. Right click in the box.
9. Click "Select All".
10. Right click in the box.
11. Click "Paste".
12. Click "Save page".
13. Click "Preferences".
14. Click "Skin".
15. Select "MySkin".
16. Click "Save preferences".

Expected behaviour:

The preferences page renders as normal.

Actual behaviour:

The preferences page renders as if there is no stylesheet.

This is the intended behavior: MySkin is a blank slate which the user can customize through CSS.
