The site notice "dismiss" link or button has a layout problem.

See the green text in attached screen shot.

Best was, not to add [ and ] to it programmatically at all.
They serve no real purpose, may be unsuitible or innapropriate in some languages/scripts, and they unnecessarily use up space.

This isn't an issue with CentralNotice but with MediaWiki's SiteNotice, so it's not something that users can fix. :-)

Dismiss button is not part of core, moving to extension.

The brackets seem to be there for consistency with the section edit links. Regarding "[...] may be unsuitable or inappropriate in some languages/scripts [...]", I'm adding a new message for the brackets in Gerrit change #56780.
