When replacing a file with a newer version, the user is redirected to the standard upload form, with the only difference being the destination image name being pre-selected. This is confusing because :
* there is still a (useless) license selector.
* the "summary" field should say that it is only for the replacement summary, visible only in the file history, and that it will not overwrite the current description. Many people leave it blank or fill it with the description again because this is not clear.
* there are warnings about overwriting the current file... which is exactly what we want to do.

The "replacement upload form" shouldn't include the license selector and should be clearer regarding what the summary field is for.
