Should be easy standard setup: add 'rollbacker' group to eswiki; set it in wgAddGroups and wgRemoveGroups for sysops.

Localized names appear to have already been put in place:

I think that should be 'noratelimit'

I have re-pushed these changes.  Also the rollbacker group already has specific raised ratelimits, which should be fine. If it becomes an issue, let us know.
