I got the error "The upload directory (public) is missing and could not be created by the webserver" from srv101

Dunno if it was a onetime glitch or related to the server admin log entry:

January 8

* 14:26 RobH: srv101 back online and in lvs
* 14:15 RobH: reinstalled srv101, installing wikimedia-task-app packages now

Mark fixed this up today; it didn't get cleared in our earlier sweep of similar problems because it had been left commented out of the apaches node group (whoops!)
