Currently if a user wants to edit the mediawiki skins, they have to do it by modifying the css code,php code,html code etc. My suggestion is, when the ADMIN logs into their mediawiki site, there should be a "design" button, and once they click on it, their Main page is displayed in the window, and they can then drag and drop parts of their main page, change colors, delete buttons,add backgrounds etc. All of this would be done visually. For example, the admin wants to move the sidebar from the right hand side to the top of the page, so the admin just drags and drops the sidebar to the top of the page. Once it's there, the admin can drag and drop to resize the width,height,change color, add a background etc. So all this really is, is a visual drag and drop. Mediawiki should do this.
Tentatively moving to "Skin and page rendering", however maybe moving to "MediaWiki extensions > Extensions requests" might be more appropriate?
This is essentially a specific suggestion for implementation of bug 60317 (almost a dupe, I'd say).
