Normally, like at [[n:Special:ListUsers/editor]] all sighters are properly shown in Special:ListUsers/editor, not so for huwiki. See [[hu:Special:ListUsers/editor]]; there are missing at least all SysOps, see [[hu:Special:ListUsers/sysop]] (there also isn't shown who belongs to the sighters group, although most/all of them do).
http://noc.wikimedia.org/conf/highlight.php?file=flaggedrevs.php This wiki requested that sysops be granted review rights directly by default, so most of them never added themselves to the Editor group. Listuser filters by group, not right, so this is a bit of an issue.
Special:Listusers only filters by user group, not user right, whether using the short Special:Listusers/<group> or otherwise. It's not really an issue in that this is the expected behaviour and it has always done that. If you want a list of all users with editor rights, you'll have to combine the lists for each group that includes that right. This is the case with many different groups/rights, for example rollback on the English Wikipedia is available to sysop and rollbacker groups. Can a group and a right have the same name? If not, Special:Listusers/<right> could be added, but I don't know how efficient that would be. If so, some new syntax would have to be thought up.
