Please allow blocked users to edit their own talk page on Meta by default by setting $wgBlockAllowsUTEdit = true

Does this mean previously-blocked users will be able to edit their talk page? Or only for users blocked after this change was made. I seem to recall some drama on enwiki surrounding a maintenance script which didn't get run fast enough for their liking or something. So, if not, then I guess that maintenance script should be run on Meta then.
