One can add blacklisted links so long as <references/> (etc) isn't on the page. When that is added, that is when the system considers the links to be added, and you will get the "spam is blocked" message.

This is not satisfactory, since it is confusing for users and allows the addition of blacklisted links (though they don't show up in page text).

This is a special case of bug 15582, and could perhaps be duped there.
