The basically means that the magic word is no longer localised. Why does that make sense?

Localised #REDIRECTs:
1. Make problems with bots.
2. Not used for this time at most projects (for example at ru-wp we have around million #REDIRECTs and very little number of #ПЕРЕНАПРАВЛЕНИЕ).

As an example, MessagesFr also contains the English REDIRECT fallback. Not a bad idea, IMO, since English magic words don't always work canonically.

I would have preferred localized message. Just as we use the localized message for categories

Should be localized. Seems to be there as a fallback now.
