Users of Estonian wikipedia have been asking for a new namespace called Portaal to be created for et.wikipedia

As you can see, they have created quite a number of portal pages already (some dating back quite some time):

This request is 5 months old, similarly to bug 16290!
Do shell admins need help, actually (man power)?

Please provide the proper talk namespace as well.

Namespace index should be 100/101 to match other Wikipedias.

talk namespace should be called 'Portaali_arutelu'

The namespaces have been added and namespaceDupes.php run against the project to clean up any pages that were odd due to the additional namespaces.

I also added in namespace aliases in english as 'Portal' and 'Portal_talk' to point to 'Portaal' and 'Portaali_arutelu' respectively.
