Anons are not allowed to comment on revisions or modify them in any other way, but they still get a useless set of "Commit changes" / "Commit & next unresolved" / "Preview" buttons.  The first two buttons give an error message saying "There seems to be a problem with your login session"; the preview button simply does nothing.  The buttons should not be shown to users who cannot use them.
