If a spam blacklisted link is already included in a page, the spam filter should replace it with a link to a safe special page. The special page would say, "This link has been disabled." and have a link to return to the referring article. This would mean that links already in the saved page (or links that appear because of other bugs in the spam filter) are less of a threat.

This would also serve as additional explanation for users, and could be harnessed to get them to help clean up remaining spam, particularly if a (semi-)automated tool to do so can be fashioned.
