It would be useful to have a special page which lists those files (conflict between local wiki and a shared repository)

I'd say this needs bug 15690 fixed first, you can't do mass-lookups against foreign repos over the API right now. You'd have to check every local image against every sha1 hash on a foreign wiki.

Well, but since MediaWiki:Shareduploadconflict is used on that pages...coudn't you just say: List the usages of that mw-msg?

^ Nothing does. Usages of system messages aren't stored in the various links tables.
