When an article is deleted and undeleted again (e.g. when due to a slow server
the article was added twice into the database, and this is cleared by delete and
undelete), the Special:WhatLinksHere list becomes empty, even though other
articles point there and it was non-empty before deletion.

This was fixed long ago.
