to be used for the elections of the two chapter representatives on the board of WMF; 

Private. Membership restricted to chapters board members. I'll be happy if Lodewijk and I are admins bureaucrats.

Note that Michael has volunteered to try to set up such a wiki, to be hosted by Wikimedia CH. So, consider this one on hold for now. Thanks :-)
