No follow-up information from bug reporter after several weeks; closing.

If you're still there, information which would help would include:
* What wiki is this? One of Wikimedia's wikis (which one?) or one you run?
* If one you run, what details can you provide of the configuration, operating system, PHP version, presence of PHP optional modules (iconv, 
mbstring)
* If one you run, what's the language setting on it?
* What are the exact URLs you're attempting, and how are they being encoded in the first place?
