It's so far not possible to assign userrights other than sysop and crat (and bot) on the dewp arbcom wiki. Neither stewards nor bureaucrats can do this. Please enable all userrights to be assignable by bureaucrats on the wiki.

Userrights can't be assigned directly to users. Rights are granted to groups, and users can be put into groups.

Ok, what was meant is, bureaucrats should be able to add and remove users to/from usergroups. Especially needed is sysop, bureaucrat, importeur (fileimport) and inactive (users in the latter group should not be able to read and write pages, right?).

Maybe not, stewards can now handle it.
