Currently all MediaWiki messages (in the MediaWiki namespace) are protected by
default, can be unprotected, but the unprotection has no effect - they will
still be protected.

While it might be desirable to have MediaWikipages protected by default, one
should be able to also unprotect them.

Many of them allow HTML. Unprotecting them would allow XSS attacks.

Then make it possible to unprotect those using wiki syntax or wait till you have
converted (almost) all to wiki syntax.

This has also been brought up in bug #625, and bug #2414 is kind of related.
