I see $wgUseEnotif used some places in the code.. shouldn't DefaultSettings.php define $wgUseEnotif = false; and include a little bit of docs above it?
Also could be documented at http://www.mediawiki.org/wiki/Manual:Configuration_settings

Not sure if it needs to be in DefaultSettings necessarily...can't see a real reason for doing so, since it would be later overwritten in Setup.

ah, I see it in Setup.php.. yup, I agree.. that document seems sufficient to close this request.  Now I see this isn't why my setup isn't sending email.. I'll have to keep digging ;-)  Thanks!
