There should be a possibility to create user group(s) or permission(s) allowed to upload files of such type(s).

Maybe like group named "TxtUploaders" could upload plaintext files or so? Or more general: each user (except for those with no such rights) could have assigned a list of file types allowed to be uploaded?

On WMF wikis, this right should perhaps be flaggable by bureaucrats such as bot flag is (= also removal possible), thus it could be granted to reliable persons or temporary to whoever will ask for dedicated upload.

Maybe can be done by extension instead of being in core?
