This character corresponds to the sequence %C5%81. Mediawiki seems to decide the %81 either isn't important (%C5 is Å) or is simply invalid (redirecting to the main page). Consequently, there is a page titled Å that redirects to Ł, but is different from the real Å page. This redirect page can be edited but may also appear as protected at the whim of the server. Oops. Perhaps, rotated 90 degrees, Ł could be called the "Mediawiki shoots itself in the foot" character? en.wikipedia.org is encoded in ISO-8859-1, which does not have an L with stroke character. When it is converted to UTF-8 later on, it will work fine.
