The title says it all. It is easy to reproduce: Just try to "export to file" the messages for any language other than English (in my tests, I used Persian "fa"); overwrite the file from the repo, perform a "svn diff" and you will see lines like:

  'feed-atom'               => '',
  'feed-rss'                => '',

which shouldn't appear there (untranslated optional messages).
