Special:BlockIP/Vandal_name provides a block log, but for it doesn't inform if the users is blocked or not, unless you manually look at the date of the last block and its expiration time.

Special:BlockIP should facilitate this, by giving a notice "x.y.z is blocked by Foo because Bar", or just a different CSS class to the top block log entry if it's active.
