patch to add id and class attributes

The attached patch adds a few id and class attributes to make [[m:Special:CentralAuth]] much easier to handle with JavaScript. (Sorry for any errors, this is my first diff and MediaWiki code edit.)

Reverted in r42431 -- ids don't follow naming standards and seem kind of odd

Recommitted in r42655. Per Brion, let's not put an ID on the <li>'s. Moved it up to the parent <ul>.
