Right now, all interwiki links do not have "nofollow" - this creates the situation where the interwiki map doubles as a nofollow whitelist. It should be possible to have interwiki link formatting without bypassing nofollow, and it should arguably also be possible to allow links to not have nofollow without them being interwiki-formatted.

(The best solution would be to implement a nofollow whitelist (or blacklist) and apply it to both interwikis and external links. Failing that, Wikimedia should be configured such that all non-Wikimedia interwiki links get the rel=nofollow attribute.
