This is not a bug in MediaWiki. You need to set session.save_path to something else, or make the current session.save_path (/tmp) writeable by the web server.

Well, if you're using the default unix path on windows vista, it's normal that php sessions don't work. I'm pretty sure that changing that is one step in php instructions.
