As the name Special in English can be translated into basque both as aparteko and berezi the first localicer decided to use Aparteko, but we have discussed and it seems to be better the name Berezi. We have changed all in MediaWiki but need to move the namespace.

Is this new translation valid for all MediaWiki installations or specific to Wikipedia?

This translation is not new, is the one we had. The correct one for all MediaWiki would be: 

$namespaceNames = array(
    NS_MEDIA          => 'Media',
    NS_SPECIAL        => 'Berezi',

Changed in r41740. Alias added for the old translation to avoid breakage of existing links. Will go live with the next software sync.
