We've problems about imports Transwiki with Special:Import function. It runs imperfectly by importing only one version instead of the whole versions of the source page. See the log import in french Wikiquote or in french Wiktionary.
Transwiki import with full history is disabled due to performance issues, see https://wikitech.leuksman.com/index.php?title=Server_admin_log#September_20&oldid=16337 : "14:45 Tim: re-enabled Special:Export with $wgExportAllowHistory=false. Please find some way of doing transwiki requests which doesn't involve crashing the site."

However, we do still need a way to get full history transwiki imports without crashing things.
Full history transwiki import was re-enabled with a limit of 1000 revisions.
