The common stylesheet at Wikipedia contains instructions regarding the typeface to be used for displaying IPA characters.  Lucida Sans Unicode, Internet Explorer’s default fallback, does not contain all of them (and, for the life of me, it cannot even display ⟩ and ⟨!).  These instructions make sense for Internet Explorer only but there is no way to sift it out browser-wise in CSS.
These instructions should be moved to IEFixes.css.

Marking as INVALID. This concerns site-specific stuff on enwiki only.

If on-wiki editing of IEFixes is needed (which it seems like it might), then open a bug for that.
