The former should have a link explaining more, like the latter.

Anyway, they appear to the user to be talking about the same thing.

Afaik there is no "Disable access keys" in standard MediaWiki. On enwiki it is provided by a javascript gadget, and it *has* link to page explaining them.

is in standard MediaWiki. Perhaps it should be externally linked to some MediaWiki manual page explaining what it is all about.
