Special:Import should have one drop-down for the project language (en, de, az, etc.) and one drop-down for the project name (wikipedia, wikinews, etc.). This will keep the list much shorter when importing is enabled cross all projects.
How to do that without nasty javascript? Not all lang<>project combinations exist.

Special:Import using sources for transwiki imports don't have a definition of lang/sitename. They only have the IW prefix to work from.
Domain name (e.g., "en.wikipedia.org") or database name (e.g., "enwiki") is more sane here, I imagine.
