Currently, if you use "new section" to add a section to a page that does not exist, thus creating the page, the section title is used as the summary. This used to be the case for all new sections, however [[MediaWiki:Newsectionsummary]] is now used, which provides a link to the section. It should also be used when adding a section creates the page.

I'm sorry, but the code base has changed enough in the last eight months that your patch doesn't apply cleanly any more. Do you have the time to update it and reattach? Thanks, and sorry again.
