When deleting an image, wikilinks pointing to Commons in the reason are redlinks.
A similar problem is: When deleting an image that has an identical name with a Commons image, the link to the description pages is a redlink, even though there is a Commons image at the target of that link.

Yes, you must use [[commons:Image:Whatever.jpg]] for images on Commons.
