The current html title of 

http://en.wikipedia.org/wiki/Special:PrefixIndex

is : <TITLE>All pages - Wikipedia, the free encyclopedia</TITLE>

This creates a confusion with 

http://en.wikipedia.org/wiki/Special:AllPages

I think that the html title of Special PrefixIndex should be "All pages with prefix", as mentioned in http://en.wikipedia.org/wiki/Special:SpecialPages or any title that would distinguish this page from Special:Allpages.
