The article under consideration is [[:w:ru:План действий по членству в НАТО]]. Now it has two revisions, both marked as "sighted" in the history. However, when you see at http://ru.wikipedia.org/w/index.php?title=План_действий_по_членству_в_НАТО&stable=0 , it says that this is "draft" version of the article and gives a link to first revision. Both revisions are seems to be sighted automatically by users with "editor" flag, but appropriate log only mention initial automatic sighting, but not the second one.
Purge the cache or do null edits to fix this on existing pages r40004 and r40005 *should* stop this from happening on edit again.

We have solved the problem mentioned in initial bug description with this article a long time ago, so this article no longer relate with this bug. (I just used this article just right now to check message "Some templates/images were updated" for bug 15696.)

The transaction was fixed in r40004 (log/tracking included). However, that will not go back and fix any page that didn't have the log/tracking updates done.
