problem:
new users, who are not logged in, often don't know, how to use talk-pages correctly. e.g. many of them lose sight of the "+"-button or forget to sign.

'solution':
analogous to [[MediaWiki:Noarticletext]] and [[Template:MediaWiki Noarticletext NS Diskussion]] (which exist already) there could be initiated [[MediaWiki:Articletext]] and [[Vorlage:MediaWiki Articletext NS Diskussion]] for a static advice-block on discussion-pages.

i suppose it would be better to show such a message only to not-logged-in users, because the others could feel bothered by that message.

I guess, I should reformulate my request.

There exists the possibiliy to show the message MediaWiki:Talkpagetext to all users who edit a talk page. But 
1. long-time users don't need that hint and
2. editors should see the hint, _before_ editing.

So I request the opportunity to place a small message (like "please write your message at the bottom and sign it.")
* at the top of all talk pages
* to all ip addresses and new users.

Actually I request that feature for de-wiki. But of course it would be nice to use this elsewhere, too.

Between Articletext, Noarticletext, and edit notices, I think we have enough ways to include information for users when editing. Adding anon/logged in versions of each of these would be overkill. WONTFIX.

(On a sidenote: it could be done with some site JS if the desired effect is considered an absolute must)
