Naturally, this produces bad HTML.  Pages in the MediaWiki namespace may stop
working if extra HTML is added.

Is this report specifically about the broken iu 'copyrightwarning' message?
If so, see
http://iu.wikipedia.org/w/index.php?title=MediaWiki:Copyrightwarning&action=edit
and compare it to the same message in other wikis.  The message can only be
changed by the sysop for iu.wikipedia.org.

Well, yes.  The message was broken by a recent code change, and had worked
fairly well previously.  Another issue here is the second-class status of
'plainlinks', which has no system message of its own and must be attached to the
copyright warning.
